Of course, you can change your personal info in your Google AdSense account. 

But in some cases, you can't change it.

If you complete identity verification in Google AdSense account then you can't change your name because when the AdSense team reviews your picture of your document which you send for verification. After verification, they pin your name forever therefore you can't change it.

Yes, you can change your billing address before and after verification.

• First of all sign in to your Google AdSense account 
• Then click on the Payment option on the left side of the page
• Scroll down and in the last click on "MANAGE SETTINGS"
• Here you can see all the payment settings/info
• On this page, you will get an option of Name and Address and on the right side of this option you can see an edit option (Pencil Icon)

• After clicking on Name and Address you can see all your personal info you provide, if you want to change the name of your AdSense account then there is one condition your Adsense will not be identity verified if you have already completed the identity verification you cant change the name of your AdSense account

• And if you want to change address line 1, address line 2, city, postal code then you can easily edit this info here

After the change, this info scroll down and save these changes now your new address and other info which you change, show here for future billing address
